I've no idea what LS was talking about when he said costs would remain the same and not be as difficult, seemed over-optimistic to me. Expect even more publishers and developers to go out of business in the next few years unless lower budget games become ~acceptable~ (i.e. "mainstream") to produce again..
One developer is far from confirmation, especially so when it's Capcom, the ultimate purveyors of lies in this industry.
According to the most recent GDC survey, the costs will rise for the first cycle as development systems shift, then they'll go back to normal / the same as they are now. This was the common consensus shown at GDC '13 among the 162 developers who were questioned during the conference.
I believe these comments are nothing more than a precursor, for Capcom wanting to raise the costs of it's software.
