PS3/360 fanboys, maybe. MGS fanboys, no. Twin Snakes is not considered canon, as it was not made by Hideo Kojima. Several things were changed, and while everyone liked the graphical upgrade, MGS fans didn't much like how the classic was ruined in a lot of ways (Fox' original voice ftw). I cite Twin Snakes whenever I'm trying to tell people why a remake of FFVII might not be the second coming they hoped for.

If you already own it, you'd be a madman to buy it again on PS3/360/3DS. The latter doesn't even have two sticks, so controls will be worst on that platform by default. I'm betting it sticks with vanilla-MGS3 camera angles in order to get around that. Subsistence was all about moving the camera around, and you did that with the right stick (like in most 3rd person games).

Just depends on how you look at it, and how jaded you're feeling at any given moment. You feel like shit, convinced the world hates you, and hey presto - the corporates are being their usual money laundering selves. You're feeling good, everything is rosy - it's an opportunity for newcomers to experience what they've missed.
I'm tempted by MGS3 at 1080p/60fps, but if I was going to get any PS2-era collection, it would certainly be the Ico/SotC one. MGS games are not something I particularly like to 'own'. I've played them all through once, and have felt no need to return to any of them bar the first game. Whereas owning Ico and Shadow of the Colossus is like owning paintings.
