EDIT: Kangaroo Kid, if you'd read the BackRoom discussion summaries on Smash Boards, you'd see that those things are taken into mind completely.
Pokmon Trainer's lowness could be to do with the fact you HAVE to switch between all 3 to play at his best, and your opponent, depending on the character they chose, could very easily use that to their advantage.
As for Jigglypuff, she's had a serious nerf. Her B attacks seem nearly useless now, she's still a demon in the air, but a good air game won't work well on all stages or against all characters.
Oh, of course they took those things into consideration but I think they should look mainly at those hard statistics rather than strategies certain high level Smash players use with characters. It just seems to me they do it the other way around.
As for Jigglypuff she has been nerfed a fair bit, Wall of Pain is nowhere near as effective as in Melee. But she still has excellent recovery abilities, sits in the middle tier for attack, Rest is still extremely dangerous, has some pretty strong smash attacks and her Final Smash can be a right bastard, especially on levels like Battlefield and Final Destiniation, two tournament arenas.
I haven't read the BackRoom boards, mind. Do they say why they've put each character in their respective tiers? I just can't get over R.O.B being in the top tier.
