Question about 60hz VC games

Is F-Zero on the Wii U VC the US version?

If it is, what does this mean for future releases of games in Europe. Particularly RPG's, will Nintendo sacrifice multiple languages for 60hz.

Yes, it's the 60Hz version.

And we don't know what the future holds, since Nintendo hasn't made any public announcements. Safest option is to take it on a game-by-game basis, and assume games with little text will be 60Hz and stuff like RPGs may be 50Hz. We can only speculate for now, but I hope they make an official statement with their plans, rather than leaving fans in the dark until the day of release every single time.
