I disagree - I think cell shaded is what Perfect Dark on N64 was trying to be - only it hadn't been thought of then and the technology was lacking. To me the whole "dark" atmosphere which you described was due to that style - its hard to describe but I know what your talking about, it kind of has a smooth, soft, futuristic feel to it - and I think that could be acheived through cell-shading - prehaps not conventional cell-shading like Jet Set Radio, Cell Damage or even Zelda TWW - it dosn't have to be cartoony - it'll be more like XIII only cooler.
