The first thing you notice is that it's not splitscreen, and when it comes to online play Wii is not the first thing you think of.
Which makes me think it's a time trial mode with ghosts to beat.

I don't think it's a timetrial mode at all - whilst there is probably that feature if it's a race, there is a second player ring count and power bar.
Looks like it might be fun. If this is an online multiplayer mode, I hope it's a fleshed out, well developed add-on and not some cheap-o, last minute, half-baked feature. Sick of that crap for sure!

I checked on Sonic Stadium yesterday and the information was removed from the Japanese Amazon site. So it could have been fake, or SEGA didn't want any more info leaked to the net like a lot of Sonic 4 was. There has been no confirmation on Wikipedia about it, only to say the only Wi-Fi enabled stuff is online leaderboards.
