Shame he's using an pirate disc, I'm surprised there wasn't a compulsary disc firmware update to stop fake discs from Ninty before you could play Mario Kart.

This also confirms the "Bikes Only" settings. I am thinking you have to beat it first under a restriction then you change the setting.
